Philly Councilwoman Will ‘Retire’ for One Day, Collect a $478K Pension, and Return on Monday

Philadelphia is known as the city of brotherly love and, apparently, paying out massive pensions to public employees who will continue working for the city.

Marion B. Tasco, who has been described as being “politically savvy,” will retire from her sixth term as councilwoman, collect $478,057, and then be sworn in on Monday to serve her seventh term, Catherine Lucy and Chris Brennan of the Philadelphia Daily News.

How does she get away with this?

Tasco, along with many of her fellow Council members, is enrolled in Philadelphia’s Deferred Retirement Option Plan (DROP). DROP allows city workers to collect salary and build up pension money during the last four years of their employment, writes Aaron Kase of Philadelphia Weekly.

Naturally, when DROP was originally introduced, it was touted as being “revenue neutral.” It’s been anything but that. SInce its introduction, Philadelphia’s DROP program has cost the city $258 million in extra pension costs over a decade, according to a 2010 Boston College study.

Philadelphia’s Mayor Nutter has tried on numerous occasions to eliminate the DROP program.

“In September, Council voted to override Nutter’s veto of a bill, sponsored by Tasco that would preserve the DROP program, while reducing its cost,” writes Jan Ransom of the Daily. Nutter has vowed to work “tirelessly” to abolish the program.

And his attempts didn’t deter Tasco.

“While many of Tasco’s fellow council members dropped out of the re-election race after controversy broke out over their enrollment in DROP, Tasco stayed in the race and won,” writes Robert Johnson of Business Insider.

That means, come Monday, she will be elected as City Councilwoman for Philadelphia’s Ninth District, with all the pay and benefits that come with that position — as well as an additional $478,057.

1. Pensions are supposed to sustain you after you've retired from your job. It's not an investment account. Should you continue working, I don't see why you should expect to get your pension money as well. That's the trade off between pensions and investment accounts - pensions are less risky, you get more freedom and possible reward with investment accounts.

2. If it is to be allowed at all, it shouldn't apply to high level figures, especially Council members. That presents an obvious conflict of interest.

What's to address? The citizens keep electing her so they must enjoy paying taxes towards her pension and salary.

Perry "Retires" yet still collects Government salary:

Texas Governor and current Republican presidential candidate Rick Perry appears to have pulled something of a fast one on his state’s taxpayers by officially “retiring” earlier this year so that he could begin collecting an annual pension of $92,376 at the same time as he continues to draw his $150,000 a year salary as governor.

The arrangement went into effect last January but became public knowledge only this week, when Perry’s presidential campaign filed the personal financial disclosure statement after having previously received two successive delays.

Perry was asked about the payments during a campaign stop in Iowa on Friday and replied, “That’s been in place for decades … I don’t find that to be out of the ordinary. [The Employee Retirement System] called me and said, ‘Listen you’re eligible to access your retirement now with your military time and your time and service, and I think you would be rather foolish to not access what you’ve earned.’”

As explained by the Austin Statesman, Texas law allows state employees to take retirement once their age plus their years of service add up to 80. The 61 year old Perry has held one position or another with the state since he was employed as agricultural commissioner in 1991, and he filed to start receiving his annuity last January.

Perry continues to pay 6.5% of his salary as governor into the Employees Retirement System, which will further increase his retirement payment once his term ends in 2015. He will also be eligible for lifetime health care at state expense, as well as Social Security benefits.

The payments certainly appear to be legal but could prove embarrassing for the governor, who has complained about entitlement programs and has proposed a partial privatization of Social Security as part of his presidential campaign.
