Govt employing people for govt projects is not what we need. What we need is private business gowing and adding jobs that create wealth to pay off our debt. All you're doing by adding govt construction jobs is adding more debt.

I think Low is looking at things from the perspective of China where there are building thousands of miles of high speed railways, they are currently planning to build rail links to Thailand, Vietnam, Laos, Cambodia and Burma. Compulsory purchase of land is not such a big problem and they don't have long planning inquiries like we have in the West. Where there is a big problem though is terrain especially going through places like Laos and Burma which are very mountainous. I guess all that knowledge acquired by the Chinese building America's railways in the 19th century will come in handy. Maybe you could ask the Chinese to do it again, although they will have the whip hand this time.

I would state that just because it is actionable does not mean that people necessarily win, even when it is justly deserved. There are numberless stories of those who have been forced to take the poop end of the stick through eminent domain.

I will have to take you at your word, since I know I live in an area with unique economic circumstances.
Around here the town usualy loses pretty big when they undervalue an eminent domain purchase.

It is called infrastrucure.

Over previous (government) investments in infrastructure have paid vast dividends, and are the reason this country rose to the top in the first place.
