Oh look the old "if conservative then stupid" argument, without basis. In fact, looking at the disastrous policies of the current liberal Administration, it is obvious that it it liberals which are stupid.

So if Donald Rumsfeld, Paul Wolfowitz and Dick Cheney "set the ground work for" neoconservatism, you should have no problem producing a link to their written platform.

Absolutely. No problem. But it's not going to happen until you conservatards start producing evidence and links for your ridiculous claims, while demanding them from others.
