What, pray tell, are they going to win? The bonus army wanted their benefits, Ghandi wanted Indian independence. I have no clue what collective goal the wall baggers want other than money.

TANF has a two year lifetime maximum. And you also have to be a parent to qualify. The only sort of government program that you could possible be "on the dole" for your entire life would be disability. Sure, there could be some fraud there, but it's an entirely different issue.

You seem to have overlooked welfare, foodstamps, ACCCHS, etc.

Nearly half the national welfare caseload is in states that either have no time limit (2 states) or a time limit that reduces or modifies benefits when the limit is reached (8 states and the District of Columbia).

All states allow exceptions to time limits, but the specific policies and their implementation vary. All states allow exemptions (which stop the time-limit clock), extensions, or both. Exemptions are most common for “child only” cases (which account for about one-third of all welfare cases nationwide and are not subject to time limits in any state) and for recipients with medical problems.
 
Saw on a show how the dad couldn't always be around and still receive welfare. So the dads would stay away when the social workers were around. That got longer and longer till single mom was the norm.
 
What will determine a "victory" for occupy? As far as I can tell, there's a wide variety of demands - some reasonable, others not. Some demands are so extreme that the country would double the national debt within a few years.

A significant portion of the occupiers are angry because they've been out of work for months, while a small portion of country continues to grow their wealth. I understand their frustration, even if I don't agree with their solutions. But there is another element of occupy that isn't reasonable at all...and if they win, there will be hell to pay.

Then there's the rent-a-room scam.

There was this long distance truck driver living with a gal and two kids. He was on the road most of the time and rented a cheap, dilapidated room in order to have a mailing address and a storage space. When he returned to town he'd stay with his wife and kids for a few days. Welfare couldn't prove he lived there and, technically, he didn't so they paid as if the woman was a single mom.
