Do you think every student gets $70,000? As I've said before make it ONE program. The guy in question received funds from a number of programs. Situations like that are due to having a number of programs instead of one DECENT one but, again, some people are so afraid someone will get something for nothing so they design programs that encourage people to take advantage of them by pissing people off. It becomes a contest.

When the goal is to help, to give to someone, it should be done willingly and in good humor, for lack of a better term. The goal is to help, not to find ways NOT to help which is how many programs are designed by the restrictions imposed.

This is the same thing with liberal stupidity on economics. They think that spending money to dig holes and fill them up again is good for the economy, so it stands to reason that they also think paying for a useless person to stay useless is also a good thing.

the problem is, and continues to be since you didn't address it, your statement "who gives a damn if they are completing their studies"......as you say, the goal is to help, not to hand people money.....we should all give a damn.......if they aren't passing the tests, they shouldn't get any more money....
