Overall U.S. unemployment is 9.1 percent. For white adults, it's 8 percent, and for white teens, 23 percent. Black adult unemployment stands at 17 percent, and for black teens, it's 40 percent, more than 50 percent in some cities, for example, Washington.

Chapter 3 of "Race and Economics," my most recent book, starts out, "Some might find it puzzling that during times of gross racial discrimination, black unemployment was lower and blacks were more active in the labor force than they are today." Up until the late 1950s, the labor force participation rate of black teens and adults was equal to or greater than their white counterparts. In fact, in 1910, 71 percent of black males older than 9 were employed, compared with 51 percent for whites. As early as 1890, the duration of unemployment among blacks was shorter than it was among whites, whereas today unemployment is both higher and longer-lasting among blacks than among whites.

How might one explain yesteryear's lower black unemployment and greater labor force participation? The usual academic, civil rights or media racial discrimination explanation for black/white socio-economic differences just wouldn't hold up. I can't imagine even the most harebrained professor, civil rights leader or media "expert" arguing that there was less discrimination a century ago and that explains why there was greater black labor market participation. Racial discrimination or low skills can explain low wages but not unemployment.

But, it seems the core reasons for higher employment among Blacks 60+ years ago was due to the ability of employers to pay Blacks less than Whites. That is not exactly a reason worth keeping in order to maintain higher Black employment stats.

OTOH, his remarks of the effects of minimum wage are spot on. Being forced to pay higher wages for low skill, entry level jobs leaves many employers with no choice but to cut those jobs and make do with automated replacements. This has the effect of hitting minorities harder, due to a higher percentage of minorities falling into the unskilled labor market. (which is also primarily the fault of a different set of liberal policies, such as tailoring curriculum in inner city schools to increase graduation levels - resulting in graduates who still fall in the unskilled labor market due to a lousy curriculum.)

I wonder how long it took Mr. Williams to come to the realization that getting rid of minimum wage laws would increase jobs for Blacks. As the old saying goes, "No shit, Sherlock." In the days of slavery every Black man had a job.

People receive government assistance if they don't have a job. If a job can pay any amount then everyone will have a job and be excluded from government assistance and be nothing more than slaves. Hell, I can offer 10 jobs right now at 10 cents a hour.

Exactly! That's good. That's what progress is all about. It's about having machines/technology replace man and lighten his burden. Why should anyone work if a machine can do the job? Do we go back to the pick and shovel by getting rid of back hoes and bulldozers just so people can have a job?

If nothing else, graduating with the ability to read, skills in math and advanced algebra, basic understanding of money and bookkeeping, etc. allows them to successfully apply for a wider variety of jobs than those who are barely literate (if at all), can't recite even the most basic of math facts (what's 8X7?), and couldn't count change if their lives depend on it. Have you looked at the literacy rates for inner city high school graduates? They look like they should belong to a 3rd world country. As such, they enter the jobs market with several strikes against them, and a large factor has to do with progressive liberal policies of turning schools into self-admiration clubs (gotta make sure they have good self esteem, you know, even if they have done nothing to earn it) instead of making sure they actually know the basics of human knowledge needed to acquire and hold a job in an industrial nation.

That's where government programs and retraining come in. Parts of society change while we do nothing to adapt. That is the problem.

As such, they enter the jobs market with several strikes against them, and a large factor has to do with progressive liberal policies of turning schools into self-admiration clubs (gotta make sure they have good self esteem, you know, even if they have done nothing to earn it) instead of making sure they actually know the basics of human knowledge needed to acquire and hold a job in an industrial nation.

What country do you live in?

Here in the USA, students must pass tests to pass to the next grade, since your boy, Bush signed the 'No Child Left Behind" act 8 years ago. You can tell it is working since a full 1/3 (for Dix, that would be 1 of every 3) high school students do not graduate.

Ergo, your argument is total bullshit.
