Path to prosperity?

House Budget Committee chairman Paul Ryan (R-WI) says his 2012 budget proposal and a further $6.2 trillion in spending cuts implemented over the next decade is the “path to prosperity”.

Is "prosperity" guaranteed by the constitution?

Does the government have the ability to produce "prosperity'?
 
Ryan's plan entails cuts to Medicare and Medicaid, tax increases on low and middle class folks to pay for tax cuts for the wealthy. It's less a path to prosperity than a paving the road the rich are already walking on with the pain and misery of everyone else. It's a joke.

Ryan's citation to the Heritage Center for Data Analysis is pretty funny. Here's what they projected would result from enactment of Bush's tax cut plan:
