The engineer will know way better than me. But I know rising boats not used frequently will eventually have bad gas, think it's moisture. gas is not going to go up so much as to cause a hardship on someone wealthy as you.

NO! To any extent the government is involved, it should be through incentives for private investors to do R&D into alternative energy. This is NOT the job of the government, NOT what the government is there for, and NOT something the government will EVER be able to do as cost-effectively as the private sector.
This might work if foreign oil were purchased because it is cheaper, but that's not the case. Foreign oil is purchased so supply can meet demand. We have no choice here, we depend on foreign oil. Taxing it more, will only cause our consumer prices to rise, it will not deter purchasing of foreign oil, that has to be done to meet the demand, regardless of price.
Again, this is a state and local issue, not something the federal government should even be involved in.

We got to the moon with massive Government funded R and D, and that is how we could get to energy independence. The type of transportation system I am talking about would be too big for most states to undertake.

I am no expert on the subject, but I do know that drilling has the potential for enviromental disaster. I believe there are safe ways and safe places to drill and there are less safe ways and places to drill. Common sense drilling is setting the line at an acceptable level of risk and taking a slow and steady cautous approach. Clearly NOT a Drill baby drill approach.
