You have to be kidding? This would not be a legitimate use of eminent domain. The SCOTUS would certainly strike it down.

It would certainly be an infringement upon their first amendment rights. The fact that there are other mosques in the area does not help your position at all. The state does not have the right to regulate the number of churches within an area.
