While Iran blocked the Strait to the rest of the world the US had granted Iran a waiver to continue selling to China, India, etc and make huge money as the price of oil was so much higher. So that was stage 1 of Trump PAYING IRAN to try and get a deal and now Trump is negotiating to give them Stage 2, which is the Mother Load payment.
