Amnesty doesn't work because once you give it to those here, more are simply encouraged to come afterwards in hopes of getting it too. Until there are mechanisms in place that ensure the vast majority of persons illegally in the country are caught, convicted, and deported talking about some means of letting persons in for temporary work and such should take a backseat to enforcement.
