I think it would require a Constitutional Law expert, however at first blush, it seems dubious because all appropriations are supposed to come from Congress. It could be that somehow money has been appropriated, but not specifically for this purpose so that would muddy the water. I guess Ill say it depends on where the money is coming from.

The fact is, however, it will fix the immediate problem, as it will take time for the Courts to rule on such an issue.

I'm all for mail-in ballots, but let's not pretend that getting an ID is difficult or costly.

How many people, who are planning to vote, have gone through life without an ID? They don't have a bank account? They've never filled a prescription, cashed a check or driven a vehicle?

The ID thing is just a smoke screen to hide what's really going on with the (R)s' trying to control elections and disenfranchise voters. I have had to re-register to vote many times in my life as I have moved, including to another state. I have *always* had to show ID when registering, as well as when voting in person. The SAVE bill isn't about ID as it is all about federal control of voting, gaining the ability to purge voter registration rolls, and taking control of elections from the various states.
