He came back in again for the 5th time in 2020 under Biden

That's why the majority of these well populated blue cities are called Sanctuary Cities. Its all to take care of theirs and biden's illegal criminals and defunding the police, and wanting to abolish ICE. The libs want these illegals to get to the point of where they vote for a Democrat, and not to get deported by ICE, and to get all comforts of life that our taxpayers have to pay for.
