I don't think you can order the Saudis to do anything. Neither Obama nor trump wanted the war that the Saudis wanted. Oddly enough, later the USA wanted the war to continue, when the Saudis wanted it to stop. Libya and Syria were popular uprisings. They may have had support from the CIA, but without the population, there would be no uprising.
Ukraine was a full on color revolution, but not really a war until Russia attacked.
