State rights vs. federal power was the central issue in the Constitutional Convention, then once more in the state conventions that ratified The Constitution, with Federalists (later the Democratic Party) angling for a strong central government and the Anti-Federalists (eventually the Republican Party) angling to conserve the power of the states.
