The normal means is you show proof of residence and citizenship and register to vote in both federal and state elections.

If you are here illegally and register to vote "federal only," the state is likely to examine your registration very closely and if you are found to be here illegally you will get charged with a felony at the state level. That has already happened a few times.

I don't know if Democrats are trying or not, but they have certainly tried to set up systems where illegals could be easily registered to vote. And in some locales Democrats have made it possible for illegals to vote in local elections.
