Medical deferments and exemptions have long been the #1 reason for rejection by the military in drafts. Being stupid or mentally incapable is the #2. Overall, about 30%, one in three, people drafted are rejected for service and that was as true in WW 1 as in WW 2, Korea, or Vietnam.
During Vietnam, most draftees never went there. Their time of service was just two years and insufficient to allow for a one-year tour. So, most backfilled positions in the US and some in Europe.
