ICE rents vehicles locally I understand. Their noIf the plates were federal, everyone would know they were federal. They are trying to impersonate local police, so they cannot use federal plates. That means that ICE is illegally stealing state plates off one car and putting them on another. Just one more example of how criminal they are.
They were unmarked vehicles, so no emergency lights. And it is not legal for them to cutoff any vehicle they want in a forced stop. That is a dangerous move, so they need some sort of justification to do so. Rahman driving the speed limit, obeying all traffic laws, and having darker skin is not a good reason.
If they felt she was blocking the street, they should not have stopped her there. Had she tried to escape, she could have been killed. She once again did the right thing and immediately complied when ICE boxed her in and stopped.

I know that ICE is renting a lot of vehicles right now to supplement their own, and rentals would have either a standard civilian one or fleet plate on them depending on the state the vehicle was registered in.

There's also a good chance she went to Minneapolis just to protest ICE.

Meanwhile, exclusive details reported by the Daily Mail offering more insight into Rahman’s personal life indicated that she is a US-born citizen who grew up in Bangladesh. The outlet further identified her long-running social justice activism streak. Citing her Tech for Social Justice profile, it said that Rahman is a technologist and social justice trainer focussing on LGBTQ+ and racial injustice causes.
According to the Mail’s report, Rahman moved to Washington DC in 2014 and started working for Code for Progress, a nonprofit dedicated to highlighting diversity in the tech world. She is then said to have moved to Minneapolis two years later.
