You know what is government property, more particularly state government property, license plates. It is illegal for ICE to move license plates from car to car. The license plates do not belong to them.

Are the plates federal or state? If they are federal, they follow the rules for federal vehicles, whatever those may be. Just as each state has rules about license plates and how they are to be displayed. For example, Arizona only requires a rear plate. California cannot demand I put a front plate (required by them) on my vehicle when I drive in that state.

With state vehicles, it depends on the type of plate too. Some fleet and most dealer plates do not go with a specific vehicle. So, there are exceptions there too.
The roads are also government property. It is illegal for ICE to cutoff this woman's car, for no crime.

Military bases are public land. Wilderness and animal refuges are public land. They too are restricted in use. Even in national parks and monuments you simply cannot go wherever you want and do whatever you please.

Local police in virtually every state use special government vehicle plates. Undercover police might use standard state ones. I know that ICE is renting a lot of vehicles right now to supplement their own, and rentals would have either a standard civilian one or fleet plate on them depending on the state the vehicle was registered in.
