That has nothing to do with releasing files. If there was evidence of crimes they could absolutely charge people with those crimes. Again. I'll ask it slowly so you can keep up.

Saying they "couldn't release files" does not change that they can charge people for crimes that were within the files without releasing the files. If they could not Epstein and Ghislaine would not have faced charges as they were still under "investigation".

This is pure unadulterated idiocy to use "they couldn't release the files"... Nobody is saying they could. They could indict and charge people with crimes from the files, they did.

Honestly. If there was evidence of crimes by Trump in those files with four years and uncensored access and an eagerly willing FBI they would have found and prosecuted the man. And if that evidence existed and they showed their work I would have been on board with prosecution and prison... that they did not find and prosecute him for serious crimes within those files tells me that there really may not be any actionable evidence in the files.

So far they don't even have evidence that Trump ever went to that island.
