Let's assume for a moment that a police officer is watching this scene:

Pretti spits on the vehicle, possibly at the occupants, then kicks it breaking one of the taillights off the vehicle. Yep, normally that would get you arrested. Then, when Pretti starts wrestling with the cop(s) at that location as they go to arrest him, that would get him slammed in the local jail for a week or two, at a minimum before he is arraigned and bail set. Between the charges, Pretti might not be able to make bail, so he sits in jail instead. This occurred in that same 2 x 2 square mile area of Minneapolis, specifically between the intersections at E 35th St and E 36th St and Park Ave. You can tell by the buildings in the background.
