Hinckley stalked Pres. Carter with the intention to shoot him, but was unsuccessful. He finally managed to shoot Reagan, and that was by a ricochet.
He did it to try to impress a girl. Hinckley was apolitical.

The girl was fictional - played by Jodi Foster - but a character - not actually Foster. And he did it per his own testimony because he was convinced (by democrat demagoguery) that Reagan would start a nuclear war and his obsession would be killed. He lived in a fantasy world based on a movie/book - Taxi Driver. Again, he testified to all of this.
