There are two parts involved in giving false testimony…

First, in the days of Moses, God wanted the Israelites to have an effective legal system so the country could survive as a nation.

And second, lying breaks down a society. And, it could lead to destruction of the nation.

The point being, if it was an illegal order. any one who received the order could have refused. But didn't. So was it an illegal order if no one refused?

For instance if in the history of the military and police do you believe we cannot cite any illegal orders given and followed?

You are pushing a position that as long as no refuses that somehow must mean it is legal, and that is something even the least poorly educated should know is stupid.
 
Anyone would be required to refuse if Germany asked them to burn Jews, nobody refused so clearly nobody ordered them to do it.
