So what would the legal reason be on attacking it?

The Presidential war Powers act was written because of the dirty dealing DEMOCRATS in the Vietnam era. " I will not send American boys to do the fighting that Asian boys should be doing themselves" Lyndon B Johnson. Then he slapped back another shot of wild turkey and SENT IN the troops of course...LOL
