Yep. The real irony is these sanctuary cities are forcing ICE to go into homes to arrest the really bad guys. When they do that they also arrest illegals that are living with them even if they aren't violent offenders too. If the local cops would honor detainers ICE pick the bad guys up from jail and everyone would be safer.

Pretty sure all he has to do is notify Congress of his intentions before attacking and then consult with them within 48 hours after the attack has occurred.
