Nah, he's right. If you serve more than 1/2 of a term it counts and you can only run one more time. So, if he took over anytime before Jan 22nd, 2027, he would be limited to finishing out that term and running one more time.
That is not what he said. If Vance takes over before that date, he can serve two terms. That is what he missed.
