Texas did under the influence of Delay and Perry almost twenty years ago. It has happened since.

Gerrymandering got it's name in the 1812 - when Elbridge Gerry engaged in redrawing districts to aid the newly emerging democrat party in Massachusetts.

The most notorious us was the Pendergast (democrat) machine in Missouri where dozens of unconnected islands were designated a single district to ensure democrat dominance.

They decided to have a direct vote on it, and the people decided to have a more balanced districting. Not unusual, California did the same. The legislature could not overturn it, only the people could. California decided to throw the vote to the people, Utah got lazy.

There are no "rounds" of gerrymandering, and it has gone on LOOOONG before Texas was ever discussed.

This is a war that Democrats are going to lose because they don't have enough ammunition.
