There would be no need for a continuing resolution if the GOP controlled House had passed all of the appropriation bills. Being in a cult like you are doesn't mean you get to ignore the reality of how appropriations work or why there is a CR in the first place.

You state the Congress passes bills. But then your logic just seems non existent. The GOP controls both houses of Congress. It is the GOP that failed to pass the bills that would have kept the government open. One need only look at the work the GOP controlled House has done to see it is the GOP that hasn't done the work to keep the government open.
