In fact, a mayor has limited powers. He cannot make sweeping changes. All he can do is fight in small ways to make food and rent lower. He can fight to make min wage higher. But sweeping philosophical;l changes are impossible for a mayor to implement. It took decades for the wealthy to make NYC politics subservient to them. It will not change quickly, if at all.
 
I once loved N.Y.C. back when Rudy Giuliani was mayor, and back when I took my honeymoon there in the 70s.
NYC was on the verge of collapse in the 1970's. It almost defaulted on debt. It had high crime. It is much better now.

In fact, the much better is a problem. It is hard to move in NYC as a young person, because it is so great prices are high. If it were a little worse, it would be much better.
