It seems California alone has issued over 62,000 CDL's to illegals.

On top of that, the feds say many of those illegals also have gotten Real ID's as part of getting their CDL.

Well, this isn't without consequences. California has already lost $4 billion in high-speed rail funding based on program costs and mismanagement. They just lost last week another $40 million for not following federal CDL issuance laws and regulations.




They lost another $175 million for HSR a month after losing $4 billion

Revoke all CDLs issued by California, block their ability to issue any new CDLs.

Force ALL, 100% of drivers using a CDL from California to re-apply for a CDL, with strict enforcement, from another State.

Any company which employs a driver with a Defunct or illegal CDL should be fined $1B and lose their license to run any trucks in America.

A better solution is that all California CDL licenses are suspect until otherwise cleared. This means anyone holding a California CDL when stopped in any state for anything can be taken in for review of their license. If ticketed for anything, anywhere, their CDL is pulled on the spot, and they have to get a new one issued.

This means California isn't able to control the process and apply large quantities of handwavium to get around whatever they are tasked, alone, with doing. That means all interstate use of a California CDL becomes a huge liability to a truck driver, legal or illegal. The legal ones can get it sorted out, while the illegals would be confined to California and local routes that the feds don't have control over.

Not near proactive enough, but it would be a start.

We need to insure that hiring an illegal to drive a truck, whether they are given a CDL by some Rogue State or not, results, when caught, in the utter financial destruction of the trucking company.

The same thing goes for anyone, native born American, or legal foreigner, who cannot read and write grade school English. Any trucking company caught employing a person who cannot read road signs should be fined enough to instantly put them out of business permanently.

And all of the Trucks, Tractors, Trailers, Fork Lifts, Cranes, computers, repair facilities, real-estate used for staging, warehouses, are instantly confiscated for the entire corporation and sold at auction. All forfeit for ONE illegal or illiterate.

It would be far better to impound the truck on the spot. The cargo and trailer are a semi-separate issue that would need resolving. If you try to financially ruin a fly-by-night trucking company, you might as well go bark at the moon. They'll dissolve and disappear, then get a new business license and start over under a new name.

There are lots and lots of very shady trucking companies operating out there. Tracking them down is nearly impossible. Even getting insurance claims processed against them can be impossible. Better to confiscate the truck on the spot and jail the driver. Eventually, those companies will run out of both and be run out of business.

Many trucking companies have ZERO brick and mortar operating stuff. They simply are some trucks with drivers that operate out of a mailing address, often something like a residential hotel or pay by the month apartment address. They're like weeds. Pull one and three sprout up in its place.
 
Make sure the CEO, Board, and hiring managers get prison time, minimum 5 years without parole too.

For small firms, this can be impossible. The "owners" could be using false names, false addresses, and basically be running a fraudulent firm. It happens all the time.

The other is an "independent" trucker who IS the company. That is, it is a one-truck company with some iffy insurance coverage. Sure, the driver can go to jail but that's about the extent of what can be gotten.

That's why it's better if the truck is confiscated on discovery the driver is an illegal. By confiscating and impounding the truck you do several things:

1. You have a vehicle that is valuable and once declared state property can be sold off at auction.
2. You have the trailer and cargo. You can negotiate with the owners of that cargo. The trailer is also valuable and auctionable.
3. You take away the means to continue a criminal enterprise in that the company loses the truck and trailer. Few small companies can afford to lose close to a quarter million in assets every time the vehicle is stopped or inspected and the driver found to be an illegal.

But nobody goes to prison for a decade.

Americans are being killed on the highways by CDL driven vehicles that at highway speed contain more energy than 30 sticks of TNT.

Do we allow TNT to be sold to just anyone? Can you take primed TNT into crowds of innocent citizens like those found on the freeways?

If we allow a company to put such energetic vehicles on the roads, the management and owners need to KNOW that if anything goes wrong, they are going to prison for at least a decade!

Have the state police and federal marshals start pulling over random semi-trucks, and inspecting the CDL of the driver. If they are not a citizen, arrest them, impound the truck, trailer, and cargo, call ICE, and have the driver immediately deported.
