I have given this matter a lot of thought, and I think my proposal (below) could entirely transform America (for the better !! ) with the stroke of a Presidential pen. And I mean transform it for the, so that , generally speaking, Americans would have greater liberty than they do at present, and find "the pursuit of happiness" a far less arduous road to hoe than it is at present"
MY PROPOSAL...
My proposal is that at the age of 25, every American citizen or legal permanent resident in the United States must, by law, take a written IQ test.
The development of these tests would be would be directly supervised by acknowledged experts in the field; for example, the US Military have over 100 years of extensive experience in the development and use of cognitive tests used to measure intelligence.
Actually, the way the US Militarty use cognitive (intelligence) tests is interesting. Firstly, suppose you decide you want to enrole in the US Military. One of the first things you will have to do is sit for the Military's version of a standard IQ test (like a "Stanford-Binet" or a "Wechler" test) called the "ASVAB." In order to be accepted into the US Armed Forces (Army, Navy, Airforce, etc) you need to obtain a score of 31 points (or more) on the "ASVAB" test. This is roughly comparable to a score of around 92 points on any professionally - administered IQ test in America.
US Law does allow the Department of Defence to accept applicants into the Armed Forces who have score as low as 10 on the "ASVAB", if that is what they choose to do. An "ASVAB" score of ten is comparable to an IQ score of about 83.
If an applicant for the US ARMED FORCES has an "ASVAB" score below 10 - that is, an IQ score of below 83, THEY ARE LEGALLY FORBIDDEN FROM ENLISTING IN THE US ARMED FORCES.
OK, so getting back to my proposal....Every US citizen, or permanent resident aged 25 or over would be legally required to sit an IQ test (this would be either a trust and reliable professionally designed test, like a "Stanford-Binet" or Wechler" test, or one purpose - developed by the expert psycho - metricians currently working at the Department of Defence. If an individual scores *% POINTS OR BELOW on this test, they are given a second opportunity to RETAKE the test. IF THEY SCORE 85 pointsor below below on their second attempt, they will be held in custody awaiting prompt deportment from the United States, permanently. The government will have make some arrangement /s with foreign State/ who would se willing to accept the "failed-IQ" deportees, for example, maybe: Rwanda; Cuba; The Democratic Republic of Congo, South Africa, India, Pakistan and such like.
DEALING WITH AMERICA'S BLACK PROBLEM....
My proposal has , I think, much to recommend it. Firstly, it would provide , a justifiable way to remove a LARGE proportion of America's "Ghetto"/"Ratchet" Black population. This because the average IQ of Black Americans is 85 points. I figure that this would translate into about 85% of the Black population in the US. The other 15% are Black Americans worth keeping.; people like: Ben Carson; Thomas Sowell; Selby Steele; Glan Loury; and indeed any Blach_American who has demonstrated that theu capable of competently self-managing themselve, are capable of being self-reliant; have shown that they respect the laws of the land (and do not have a an extensive/ serious criminal record; understand the importance a well-mannered, polite, courteous and respectful behaviour when inthe public realm in White, Western, societies like America.
AN END TO "GHETTO" and "RATCHET BLACK BEHAVIORS IN PUBLIC DOMAIN !!

With respect to just the Black population alone... The deportation of those who did not meet the IQ cut-off (of 85 points, or above) would result in a very substantial decrease in crime rates (violent and property, (esp in "Blue" Cities like Chicago and L.A.), a dramatic decrease in the oosts of Government Welfare and Sevices of all kinds, and a guaranteed decrease in offensive, antisocial "ratchet" behaviours by Blacks in public; such as, for example): playing loud (200+ Dcb); Rap and Hip-Hop music late at night; shop-lifting in any and every retail store imaginable; brawling in K_Mart or Walmart because some Whitey looked a group of rowdy "Darkies" the wrong way; starting food-fights in Mc Donald's (because its fun); stinking up public facilities, like rest-rooms and libraries, with the sickly stench of Cannibis fumes; Black women waddling around in floral-print dresses, who are grossly obese (48% of Black females in America fit the bill here) and an eyesore, or younger Black women waltzing around in public dressed in the most cringeworthy of bad -taste (i.e. clingy fabrics that get sucked right up into their butt-cracks and form horrifyingly -detailed "Camel-Toes" at the front; attire; the dreadful sound of EBONICS being spoken loudly in public places .Ebonics is an appalling bastardisation of the English language (the tongue of Shakespeare FFS !) and therefore speaking EBONICS is extremely disrespectful to any civilised, White Americans in ear-shot.
HISPANICS AND LATINOS
The next undesirable - (low Average IQ) - racial/ethic groups in America that are a seious problem are the Hispanic/Latino cohort. The highest average IQ among these individuals is about 87 points (this is for Hispanics/Mexicans), and for the other groups of Latinos - like the Guatemalans and Salvadorans - it is considerably lower. If you look at the state that California is in at present - i.e. a "SHIT - HOLE" - that is careering towards official status as a "FAILED STATE", allow me to explain why....
One of the BIGGEST reasons for the dramatic decline of California is that, for years, the (CA) Democrats have openly encouraged illegal immigration into the CALIFORNIA from South of the border (esp Mexico and Latin America). The result is that today the population of Hispanic and Latino person (i.e. persons from Mexica and Latin America) is close to 40% - while the White (European) population is around 34%. When the (numerically) dominant racial group (i.e. Latinos/Mexicans in this case) in a state have an average IQ that is definitely lower than 87 points, it basically means that you are FUCKED.... BIG TIME. (And) unless you promptly remove the low-IQ members of the population, you will find yourself on a fast-track to a genuine "Third-World" status.
CONCLUDING REMARKS...
* My proposal has the clear potential to rapidly - ( and with good justification) - remove a tremendous amount of shit from the American population. This, in turn, would make America a safer, more prosperous, more peaceful, and, in short, a more happy place.
* I have used the IQ cut-off score of 85, for reasons that seem sound to me. I am not, however, an expert in the field of IQ or the study of human intelligence, etc. So, the decision on what IQ - score should be used ro set the threshold would ultimately be a matter for experts to decide upon.
* If you think it would be impossible to implement such a policy as I have set out, you would be wrong. To give you an example , Donalf TRUMP could, if he wanted to implement my IQ-test policy proposal next week. It might be illegal and it might be unconsitutional, but he could implement it regardless if he so chose.
