Eight pages — containing a schedule, several phone numbers of government employees, and a luncheon menu — were found in a public hotel printer at Hotel Captain Cook in Anchorage, a 20-minute drive from Joint Base Elmendorf-Richardson where the two world leaders met Friday to discuss the future of the war in Ukraine.

Three guests staying at Hotel Captain Cook found the pages around 9 a.m. Friday, two hours before the summit began, according to NPR. It’s not clear who left the papers but seven of the pages were “produced by the Office of the Chief of Protocol,” according to images obtained by NPR, which is part of the State Department.

The hotel, which has 550 rooms, declined to comment on where the printers were located.

Since it was a State Department thing he would not be the "culprit"... SecDef is not a State Department thing...
The original documents were produced by the State Department and then distributed to other departments. Anyone of those other departments could have printed them out.

You are looking for an older person. People older than 40 or 50 often feel the need to print stuff out to make it feel real. I slowly realized printing stuff out was usually useless, and now months can go by without me using my printer. I know people younger than me(54) who do not even own a printer, and people my age and older who print everything out.
