I have no idea why Hume is getting his little titties in such a ringer over this. We all already KNOW The Democrats/left will lose this TOO. The left doesn't win at very much anymore. They are quite literally a dying demographic. Hume and the rest can stomp their little feetsies, jump up and down and hold their breath,.....wont matter at all. 
DC is under Congressional authority. Congress can delegate that authority to the president, or to the local government. Which is to say trump's takeover is not 100% legal, but may be legal enough.
