It was meant to go far beyond that. Even on that subject, the government suppressing say persons posting that masks don't work (proven true in the long run) or that ivermectin was a preventative (more questionable by not dangerously wrong) fits in the category of government speech control that runs clearly, and illegally, counter to the First Amendment. But Biden was good with that.
