They used to call them "non lethal weapons", but people die from them all the time. They are now more accurately called less lethal weapons. Using them without a good reason is at least aggravated assault, and if anyone dies from them, is manslaughter.
So when poorly trained ICE agents use them on random onlookers, it is a problem.
ICE agents(probably) with masks and no badges, or ID raced into the Ladera Heights Home Depot in LA. They only found one Hispanic in the parking lot, Celina Ramirez, selling tacos. They pinned her up against a tree.
Now here is where things go from borderline illegal to out and out illegal. Random onlookers seeing this took out their cell phones and started recording. They were at a safe distance, but the new ICE agents do not like being recorded. They handled it by firing tear gas randomly into the parking lot.
Firing tear gas at people who are not a threat, and are not committing a crime is aggravated assault. If one of them had asthma or something, and had died, it would be manslaughter.
