It was Petty Officer Scott Ruskan’s first mission as a US Coast Guard rescue swimmer.

They areas around the Guadeloupe has spotty cell coverage. The whole country only has 53K people most of them live in towns .

Cell towers weren’t the problem. My phone had a signal.
