Of course they are. It's normal for a bureaucracy, any bureaucracy, to say "It's not our fault" and then find someone to blame instead. What's new about that?

Oh when everything Trump is doing is in place and it starts to effect them then their crying will REALLY start .
Everything isn't in place YET but when things are and it starts to effect them stand by, their tears will be running as much as that river was.

The nation will have to experience the pain before it changes course. This needs to play out over the next couple years. Americans will needlessly die just like they did under Trump's first term.
