Well there could be some businesses up and running in a year or so because there are some factories that are standing empty but they still would have to install machines and train people and a lot of the new " jobs " will be done by robot and AI.
If they have to build a factory , and machines then install them , train people it would take several years, heck putting up a big factory would take a couple of years alone.
