I would argue that it's played a role. Through numerous initiatives the voters have dictated well over 50% of the states spending which actually does tie the legislatures hands. Now I'm not in any way saying this to let the state legislature or governors off the hook but the fact is voters have played a role in causing the states financial problems.

No, it's because the legislature has no fiscal choices. Voters don't want tax raises, don't want tax cuts, and don't want the government to take on debt. This is why voters are even worse than politicians.
