Interestingly, the appellate judge in this case--the one on the first appeal of this case--is the same exact judge that has now ruled against Trump in his banning Harvard from admitting foreign students and facility. She was smacked down by the Supreme Court and her ruling tossed.

So, no, Harvard does not take the best. They take the politically correct and often mediocre, favoring them over the best and brightest.
