If I couldn't speak English and was sneaking across the border instead of coming across at a POE then it is up to me to prove to the CBP officer I'm a citizen before he returns me to Mexico.

it means what Trump meant when he said it.

He was saying it was the 'poorly educated' that could allow him to 'shoot someone and get away with it'.

it was Trump recognizing that your 40+ year experience, when you are poorly educated still leaves many stupid and susceptible to a liar and con man. And he proved it.

It's easy to check customs records to determine port of entry.
Wading across the Rio Grande is not a legal port of entry, obviously, and they are immediately subject to deportation. No hearing necessary.
