It just means being under the US authority.
Reservations have always been under US authority. They aren't under state laws. So we see Indian Casinos etc.

Now I'm curious.
Trump does not have that power. He does not care about the kids. There are not that many. The Constitution says they are citizens. He is trying to push and break the laws and see what he can get away with. It is all probing and taking shots to raise his all-powerful king level as high as he can.
