I would argue that the feds clean up the mess then later on bill the folks who caused it. Obama, by calling in the Justice Department now, appears to be putting things in the wrong order.

Do the clean up, and start the process of maning those responsable pay, at the same time!!!

If President Obama did not start the process now, you would be screaming about why he has not yet gotten started.

But where in the Constitution is the government authorized to clean up BP's mess, let alone bill them for it?

As the CIC the President has the duty to direct the military to protect the resources of The United States. Since Congress has no authority to provide funding for environmental operations, the President then must look elsewhere for funding.
