I process just fine. Whenever the federal govt "funds" something they tend to have undue influence over who gets it. No one cares what you think about the capacity of local election boards.

Ah, the funding is allocated to the States, no influence, just aid, and help in monitoring cyber threats, and you still haven’t addressed the question, why cut it, why the one person who endlessly bloviated about election fraud now wants to eliminate election security
