Ah, eight years ago, and I don’t see any advice there that they recommended it for top secret data nor including private citizens in their discussion.

They did not use it is conference of that importance. Third party software should not be used in top secret conferences. I read that Signal was pushed by project 2025 because the meeting was easily deleted. No traces, no subpoenas.
