USS Virginia is of the Virginia Class(it was the first of its class). The uranium in the reactor is locked into the reactor for the lifetime of the reactor. After 33 or so years, the entire reactor is removed, and a new one with new fuel is put in. It does not "refuel" in foreign countries, and does not turn back when it does not get fuel.

I am finding this story in no reputable sources, and it makes no sense.
