It's far too prevalent in the federal government. It's everywhere, and it's egregious.
Take this new example:
The US Army is collecting a portion of many soldier's BAS allowance (Basic Allowance for Subsistence--a food allowance) because they live in the barracks or otherwise are expected to be eating on base for meals and then using that money for something other than feeding the troops. The result is poor quality food and substandard meals being served to them.

You have to wonder, exactly what that money was spent on instead.
