No it does not. Can illegal aliens get SS numbers legally? No. So they can't pay SS like you and me. Can they serve in the Military? Nope. Can they vote? Nope. So they are not subject to our laws. American Indians born prior to 1924 and not Taxed were not CITIZENS of the US regardless if they were born on or off the reservation. Why do you think the term " resident alien" exists? That's what green card holders are termed. As well as certain non immigrant visa holders. An illegal alien does not lawfully hold resident status.
