I do recall Tom Homan saying that they picked up an illegal in NYC with no criminal record and he was deported…per the law.

A lot, if not all, of the illegals that haven't committed other crimes that get swept up are ones that are incidental to arresting a known, wanted, criminal. That is, they happen to be with the targeted criminal for whatever reason.
