That's because oil and gas produced locally is allowed to be exported at world spot market prices, not required to be refined and sold locally. In any case, they will drop some just because of the political necessity of it.

I would require all oil taken from our govt. reserves be processed and sold here, but nobody put me in charge, so it won't happen.
